The basic premise of the VOR is a ground-based radio transmitter and cockpit-mounted receiver. The transmitter broadcasts two radio signals simultaneously; one which is constant in all directions - the reference phase - and one that rotates at a constant 1800 RPM - the variable phase. The VOR receiver in the aircraft senses the signals (when tuned to the proper frequencyl, "looks" at thge difference between these two slgnals and Interprets the result as a magnetic radial direction from the station.
